The Statutory operati ors

of the Commissioners are confined

to the United Kingdom; and al-

though in one or two special cases

as in that of the Colombo Harbour,

they have lent money outside that

area, they have done so only under

the authority of special act of

Parliament and for purposes of

more than purely local concern.

4. I should not be prepared

to invite the Lords Commissioners-

of the Treasury to propose such a

special act in the case of the

Public Works which are projected

or have already been begun in

Hongkong. I may add that

regard to the terms on which

Ceylon borrowed money from th

Commissioners, it is not clea

that any appreciable advantage

would be gained if your sugges-

tion was adopted.

Ceylon Ordinance on the subject.
